Why is it when a plane is hijacked, the government appeals for the rescue of women and children first?

Currently watching Air Crash Investigation where an airplane is hijacked on an airport, the government appealed the release of women and children, but the hijackers refused. Are the lives of the men in the plane seen as disposable? What about the men whose family depends on him?
