Can a government be choked by individuals/groups on various issues like corruption/terrorist/hijack...… on?

by fast or strike or vandalism ..etc., by taking law in to their hands when the law has been enacted to deal with them firmly. eg Terrorist Act,Prevention of corruption Act,law of Constitution,Govt D.A.R. proceeding? .M.P.s are privileged to protest democratically within the walls of parliament and immune d from legal action.But can they indulge in vandalism or arson & escape the law and the court?
