Why have Republicans been laying the groundwork for a vote on raising the federal debt ceiling?

As the size of government increases, the size of the cost to run it increases, a rise in the debt ceiling is necessary and is uncoupled from political alignment. For the level of services to the public to remain stable the increase is necessary as the population increases. There is nothing sinister in raising the debt limits.
